 The US Constitution lists, and explicitly defines the roles and responsibilities, of the President of the USA. For a person elected to congress to state that the president cannot act upon his responsibly is ludicrous. While the president can, and should, put up another person to fill a vacant Supreme Court justice position. It is not something congress has the power to forbid. 

That's how I see it.

 It is a matter of public record that Oregon's governor spent over 2 million in salary raises to members of Oregon's government officials. It is also a matter of record that the Governor limited fire fighting monies to less than 14 million. I am not sure why a commissioner head, Oregon has at least 36 commissions, deservers 10 grand or more a month. It would seem to me that the people taking the risks should get paid more, and there should be more of them, rather than someone that has zero expertise in the commission that they oversee. Perhaps just me. Egor
